The Municipality of Panevėžys has announced a tender for selecting a private operator for the rehabilitation of the street lighting system in the City of Panevėžys based on the public-private partnership (PPP) model. The procurement terms and conditions can be found here (in Lithuanian).
The rehabilitation of the street lighting system is expected to be implemented in two stages. During the first 24 months the current lighting system will be operated and the rehabilitation measures will be designed and implemented. The remaining 156 months will be committed to the operation of the street lighting system by assuring the guaranteed energy savings.
GLIMSTEDT, KPMG Baltics and Ekotermija have been selected by the European Bank for Reconstruction and Development (EBRD) to give assistance to the Municipality of Panevėžys in the implementation of the project.
GLIMSTEDT team led by Senior Associate Dr Feliksas Miliutis was responsible for the legal part of the project. GLIMSTEDT team has drafted and agreed with the EBRD, CPMA and the Municipality the procurement terms and conditions and a contract to be signed with the private operator.
This project is the first project in Lithuania in the street lighting rehabilitation based on the ESCO model.
