Associate Kasparas Biliūnas specialises in public procurement and public and private partnership matters. Kasparas Biliūnas provides legal advice to private clients and contracting authorities on evaluation of tenders and preparation of replies to suppliers’ enquiries and claims. Kasparas evaluates tendering documents, prepares enquiries and claims and procedural documents in public procurement litigation, renders legal advice and prepares legal opinions on all aspects of public procurement.
