Public Procurement Law practice of GLIMSTEDT will be led by associate partner Mindaugas Jablonskis

Public Procurement Law practice of GLIMSTEDT from 1st July 2016 will be led by Associate Partner Mindaugas Jablonskis having over 20 years of experience in public and regulatory law. Since 2010 he has been advising local and international bidders and tenderers in national and international public procurement procedures. Actually he is supporting the bidder in the negotiation procedure for a value of over EUR 120 million.

“Through strengthening our practise in the public procurement and integrating our competence in the area of energy, infrastructure and other fields of national legal regulation we create new opportunities to the synergy of clients’ business, which is vital in a competitive business environment and growing needs of our clients”, says Egidijus Bernotas, Managing Partner of GLIMSTEDT.

“Mindaugas Jablonskis has an ability to put all legal matters in business perspective” according to Egidijus Bernotas. We recommend M.Jablonskis as a person with strong business orientation and crisp and clear legal advice. The public procurement rules establish a regime to facilitate competitive, transparent and non-discriminatory purchasing and tendering procedures by public sector and utility bodies across the EU. The rules can be somewhat rigid and formal, creating uncertainties and imposing a degree of inflexibility which can frustrate developing of large-scale EU investments in Lithuania. Practical and commercially targeted advice is necessary in order to guide clients with confidence through this difficult area of the law.

Mindaugas Jablonskis has extensive experience in optimising applications and bids of the tenderers, submitting bids and representing clients in the course of concluding the procurement contracts, supervising their performance, and settling disputes on performance of contracts with international value, as well as drafting tender documents and performing legal audit in order to determine whether the public procurement procedures were in line with legal requirements. This is a pre-requisite for developing and strengthening the products and services offered by institutions and businesses in the area of public procurement law practice.

Mindaugas Jablonskis will continue to lead the Energy, Infrastructure & Regulatory law practice of GLIMSTEDT.

Deividas Soloveičik, the current leader of the public procurement team, is leaving GLIMSTEDT as of 1 July. We wish him all the best in his future career.
