  • representation of the energy market players before national courts in disputes regarding right-of-way and easements for underground pipelines and overhead transmission lines;

  • legal assistance in the implementation of the EU's third internal energy market package, drafting and validation of the legal documents for joint venture operations, acquisition of renewable energy and nuclear power plant concession and decommissioning projects.

We advise public bodies in drafting of legislation and grid codes for energy infrastructure. We provide expertise on energy regulatory issues, including working closely with the National Regulation Authority, on such issues as state aid, feed-in tariffs, regulated fees and tariffs issues. We represent energy market players before EU authorities.

  • drafting of Study on ESCO market in Lithuania under the request of EBRD;
  • drafting of Set of Terms and Conditions for Third Party Access to the District Heating System in Lithuania under the assignment of Lithuanian National Commission for Energy and Price Control;
  • advising Ministry of Energy of the Republic of Lithuania on the issues related to the potential investment disputes over the changes in legal regulation (cuts in feed-in tariff) of electricity generation in solar power plants;
  • advising E.ON Ruhrgas International in sale of shares to the The State of Lithuania in AB Amber Grid, in AB Lietuvos dujos and in AB LESTO. Drafting all the legal documents, representing in negotiations and rendering considerable assistance in the performance of the legal due diligence;
  • advising the client on investor-state dispute settlement (ICSID / UNCITRAL) in the area of feed-in tariffs for solar power plant;
  • preparing of draft District heating network code in accordance with best EU practice for the State Institution;
  • structuring and legal advice on introduction of biofuel into Vilnius district heating 3 rd. block (approx. 1000MW);
  • representing Latvenergo AS on legal matters in the Republic of Lithuania (since 2007);
  • representing the Vilnius District Heating Company and the Vilnius City Municipality in connection with the World Bank financing for the home modernisation and energy conservation programme, for renewal of heating systems in accordance with the EU requirements;
  • advising Joint Lithuanian and swedish Venture Genciu Nafta, an oil exploration company, and successful resolution of the Swdispute among its shareholders;
  • advising Empower AB on the public procurement for the reconstruction of Šiauliai TS 110 kV Switchyard, including advice on the requirements for qualification and terms of contract;
  • advising the client on the development of a 30 MW wind turbine park with an estimated annual capacity of 70 kWh;
  • advising the client on the Kaunas Hydro Power Plant equipment’s compliance with the international guidelines and requirements in the EU energy sector seeking to improve energy supply reliability, safety and efficiency;
  • providing advice on the spin-off and demerger of the Kaunas Hydro Power Plant and the Kruonis Pumped Storage Plant;
  • advising the EBRD on debt and equity financing for E Energija UAB, an energy supply company with operations in Lithuania, Latvia and Ukraine;
  • advising Steag Saar Energie on its attempted acquisition of part of the Klaipeda Energy Company;
  • advising the Vilnius City Municipality on the lease (concession) of the Vilnius District Heating Company to French Dalkia with the upcoming conversion of the energy production base from gas to bio-fuel;
  • advising the Palanga City Municipality on the lease (concession) of the Palanga District Heating Company;
  • advising the client on the privatisation of the Lithuanian Gas, a gas distribution company;
  • advising the client on the privatisation of the Mažeikiai Oil Refinery.
